Stephan Müller heads the firm’s public law practice group (which focuses on foreign trade law as well as environmental, public procurement and antitrust law). Stephan himself specialises in export control law, sanctions and compliance with a focus on the areas anti-corruption, money laundering and internal investigations. His advice is particularly sought after in crisis situations. He has special experience in developing and implementing compliance structures. He also advises his clients in permission proceedings or before the administrative courts.
Until 2018, Stephan Müller was Co-Chair of the IBA Subcommittee for Export Controls and Anti-Corruption. He heads the Compliance Group at Oppenhoff.
For many years he has been ranked as a leading practitioner in export control matters in the JUVE Handbook of German Commercial Law Firms. In the 2024 JUVE Rankings, Stephan Müller is listed as one of the 50 leading lawyers for investment control. In the kanzleimonitor.de study, which is conducted every year in cooperation with the German Federal Association of Corporate In-house Counsel [Bundesverband für Unternehmensjuristen], he has also held first place for the eighth time running for Foreign Trade and Export Control in Germany.
Stephan is a partner of Oppenhoff. In 1996 he was a Foreign Associate with Lovells in London. From 2001 to 2007 he was a partner at Oppenhoff & Rädler / Linklaters LLP. He studied law at the University of Bonn.
In 2014, he has been elected as Vice-Chair of the International Sales Subcommittee on Export Controls, Sanctions and Anti-Corruption of the International Bar Association (IBA).

On 9 November 2020, the European Council and the European Parliament agreed on new regulations for the control of exports, brokering, technical assistance, transit and transfer of dual-use items. Since the Dual-use Regulation came into force in 2009, it has already been amended several times. The list of controlled items was adjusted annually. As early as in 2016, it became clear that the existing regulation would have to be adapted to the rapid technological, economic and political changes. After years of discussions by the EU Council and EU Parliament, an amendment to the Dual-use Regulation is now within reach. The final draft of this agreement has now been published.
